Biography
Perrin is currently a Research Project Manager within the School of Nursing. Prior to joining QUT, Perrin has been leading complex, cross-sector, large-scale, and multi-site projects across the health, child safety, youth justice and tertiary education sectors for over 15 years. He has a successful track record in acquiring multi-million-dollar investment from government, competitive grant and philanthropic sources to initiate, co-design, implement and evaluate innovative new projects. In doing so, he has successfully transitioned many large-scale projects into business-as-usual programs by securing recurrent funding.Most recently in his prior role at Children's Health Queensland Hospital and Health Service, Perrin led the implementation and ongoing management of the largest Project ECHO® (Extension for Community Healthcare Outcomes) hub in the South Pacific and established the first ECHO® Superhub (train-the-trainer centre of excellence) in the region, subsequently securing recurrent funding from the Queensland Department of Health. Project ECHO® is an internationally validated, virtual telementoring or knowledge sharing model that expands the capacity of any professional through mentorship and partnerships to bridge gaps and realise change. Globally, the ECHO model™ is used by over 1600+ organisations to break down silos, enable interprofessional collaboration, upskill and build workforce capacity and capability.
Perrin was awarded his PhD in 2025 from The University of Queensland focusing on Project ECHO®’s global diffusion, addressing a knowledge gap about how, and under what circumstances Project ECHO® could be successfully implemented and measured within large-scale organisations.
His research interests centre broadly around health services and systems research and innovation management. Specifically, he has an established and leading track record in publications examining: Project ECHO®, intrapreneurship, innovation management, implementation science, new models of care, workforce development, and integrated health and social care. He actively publishes and peer reviews research in health services and systems research and innovation management focused journals.
Perrin is also a QUT graduate, where he completed a Bachelor of Business (International Business and Management) and a Bachelor of Creative Industries (Media and Communication) in 2009.
