Dr Paul Kuwornu

Biography

I am a health economist, biostatistician and population health researcher at the Australian Centre for Health Services Innovation (AusHSI), Queensland University of Technology (QUT). My research focuses on improving the efficiency, equity, and sustainability of health systems by integrating health economics, biostatistics, and population data science. I am particularly interested in how health financing, healthcare delivery models and social disadvantage influence access to care, health outcomes and the distribution of resources across populations.

Using linked administrative health data, advanced biostatistical methods, causal inference techniques and economic evaluation, I examine the real-world impacts of health policies, services and innovations. My work spans digital and virtual healthcare, artificial intelligence-enabled healthcare interventions, chronic disease management, preventive care, health financing and universal health coverage.

My research draws on interdisciplinary training in economics, financial engineering, biostatistics and health services research, enabling me to combine methodological rigour with policy-relevant analysis of complex population health challenges. Before joining QUT, I held research and analytical positions at several leading Canadian organisations, including the Manitoba Centre for Health Policy, ICES, the Saskatchewan Health Authority and the Edmonton Police Service. These roles gave me extensive experience applying data-driven approaches to challenges spanning healthcare, social services, and public safety.

Collaboration is central to my research. I work closely with clinicians, health service leaders, policymakers, government agencies and researchers from diverse disciplines to generate evidence that informs policy and improves service delivery. My research has contributed to evaluating healthcare pathways, chronic disease programs, digital health innovations, and population-level policies aimed at improving access, outcomes, and health system performance.

Through collaborations across Australia and internationally, I seek to translate rigorous research into practical solutions that support more effective, equitable and person-centred health systems.
