Dr The Honourable Mary Crawford AM
Dr The Honourable Mary Crawford AM is a distinguished former parliamentarian, academic, and advocate for gender equality. Elected to the House of Representatives in 1987, she was one of only seven women in Parliament during her nine-year term. She served with distinction in roles including Assistant Minister to the Deputy Prime Minister. Her leadership helped shape critical national policies in education, childcare, housing, and disability services.
Following her parliamentary career, Dr Crawford joined QUT in 1997, contributing to curriculum development and teaching in the School of Management. She earned her PhD from QUT in 2008, focusing on gender and the Australian Parliament, and continues to serve as a visiting scholar.
She is a founding sponsor and Advisory Committee member of the QUT Pathways to Politics for Women program, which since 2020 has empowered over 100 women to pursue political leadership. Her mentorship and advocacy have helped reshape Australia’s political landscape.
Dr Crawford holds a Doctor of Philosophy (2008) from Queensland University of Technology, and a Bachelor of Arts (1968) and Graduate Diploma in Education (1969) from The University of Queensland.
In 2020, she was appointed a Member of the Order of Australia for her service to the education of women and to the Parliament of Australia.
In recognition of her distinguished service to QUT, scholarship, and the community, the QUT Council has awarded Dr The Honourable Mary Crawford AM Doctor of the University.

Public Interest and the Interaction of Legal, Political and Social Licences to Operate: A Case Study of Mining Development in Brazil

This thesis explores the interplay between Legal, Political, and Social Licences to Operate (LLO, PLO, SLO) in Brazil's mining sector, focusing on the Pedra de Ferro project. Using the Social, Actuarial/Legal and Political Licensing Framework Model (‘SAP Model’) as the conceptual framework, the study examines how these licences collectively address the public interest and identifies challenges in implementing SLOs, including regulatory, corporate, and societal constraints. The findings of the thesis highlight the gap between legislative aspirations and practical enforcement, emphasising the need for improved policies to balance economic, environmental, and social objectives in the Brazilian mining sector.

This thesis provides a doctrinal and comparative analysis of the laws and policies which provide for compulsory education of children in each Australian state and territory. It finds that within each jurisdiction, there are ambiguities or inconsistencies; and across Australia, there is substantial divergence in the approaches taken to regulating compulsory education. The thesis advocates for a harmonised approach to compulsory education, to better reflect Australia’s international obligation to support a child’s right to education. It concludes by identifying priority areas for reform.

Citation
Australia aims to halve food waste by 2030, yet its laws remain reactive, fragmented, and largely voluntary, focusing more on managing food waste rather than preventing it. Principles-based regulation is proposed as a fairer, coherent, enforceable and future-oriented regulatory approach. Interviews with 21 Queensland council officers responsible for waste reveal financial, logistical, regulatory, and governance barriers, alongside national challenges including weak leadership, policy misalignment, and a siloed, end-of-pipe focus. Addressing these barriers through a cohesive national framework that is locally adaptable will help Australia move away from endlessly ‘mopping up’ food waste toward ‘turning off the tap’ at its source.

This thesis examines the relationship between climate change and access to justice across four scholarly publications. Findings from an empirical study into how lawyers working in the Australian legal assistance sector think climate change is (a) shaping civil law problems, and (b) generating service delivery challenges, are presented. Drawing on the Capabilities Approach, this thesis creates new knowledge about the readiness of the Australian legal assistance sector to address climate change-informed civil law needs. It proposes recommendations for access to justice policy and practice to better anticipate climate change impacts, as well as a future research agenda.
