Abstract
In January 2018, Labor announced that – if elected – a Shorten Labor Government would introduce legislation to establish a National Integrity Commission within the first 12 months of taking office. The Shadow Attorney-General, the Hon Mark Dreyfus QC MP will restate and discuss this commitment and his remarks will specifically address the following two questions:
- Why does Australia need a National Integrity Commission?
- What does such a body have to look like in order to be effective?
Keynote
The Hon Mark Dreyfus QC MP
The Hon Mark Dreyfus QC MP was elected to the House of Representatives as the Member for Isaacs in November 2007 and re-elected in 2010, 2013 and 2016. In 2010, Mark was appointed as Cabinet Secretary and Parliamentary Secretary for Climate Change and Energy Efficiency. In February 2013, Mark was appointed as Attorney-General and Minister for Emergency Management and in March 2013 took on the additional responsibilities as the Minister for the Public Service and Integrity and Special Minister of State. In October 2013, Mark was appointed to the positions of Shadow Attorney-General and Shadow Minister for the Arts and was re-appointed as the Shadow Attorney-General and appointed as the Shadow Minister for National Security in July 2016.

Dr Paul Newbury, Labor’s candidate for Brisbane
Paul is a highly qualified business professional with over 20 years’ experience in industry and academia. After a successful career in senior roles within the electricity industry, Paul completed his PhD at the University of Queensland where he studied the transformation occurring within the Australian Electricity Industry. Paul is a qualified accountant (FCPA), graduate member of AICD and holds an MBA, a Masters in IT and Postgraduate Diplomas in ‘Entrepreneurship’ (Cambridge) and ‘Strategy & Innovation (Oxford). Paul is a strong advocate for an effective National Integrity Commission based on his experiences as the former Head of Internal Audit at a large Qld based Government Owned Corporation and his previous involvement as an elected Councillor with the Brisbane Chapter of the Institute of Internal Auditors (IIA) and as a former member of the National Committee for Financial Reporting and Governance with CPA Australia.

Professor John Humphrey
Professor John Humphrey has more than 30 years experience as a commercial lawyer. In his role as Executive Dean of the QUT Faculty of Law he is responsible for the development and leadership of the School of Law, School of Justice and Legal Practice Unit. Prior to joining QUT in January 2013, Professor Humphrey was a Senior Partner at the leading law firm King & Wood Mallesons where he specialised in corporate mergers and acquisitions and general commercial work including equity capital markets. He was instrumental in negotiating the successful merger of Mallesons Stephen Jaques with the People’s Republic of China firm King & Wood in 2012. Professor Humphrey is a Director of a number of listed public companies and a former member of the Australian Takeovers Panel.
Professor A J Brown
A J Brown is Professor of Public Policy & Law and program director, integrity & anti-corruption, in the Centre for Governance & Public Policy, Griffith University. He is also a boardmember of Transparency International, globally and in Australia. Formerly a senior investigation officer for the Commonwealth Ombudsman, Associate to Justice G E Tony Fitzgerald AC, and ministerial policy advisor, he currently leads the Australian Research Council Linkage Projects 'Whistling While They Work 2' and 'Strengthening Australia's national integrity system: priorities for reform' , and has been a major proponent of a well-designed federal anti-corruption body for the past 15 years.
