The vagaries of waiting times in emergency departments have caused great anxiety for patients, only 69% (national average) of people being seen within the target time. This research leads to significant improvement in emergency department operating efficiency and productivity by optimising scarce resources. Particular quantifiable benefits include reduced waiting time of patients and significant gains in the cost-effectiveness of Emergency Department. Each unique feature of Emergency Department scheduling is incorporated by changing/modifying structure of the resource constraint job shop scheduling. Unique hybrid meta-heuristics and constructive solution strategies will be developed to solve the problem.
