The Asian region has been one of the most dynamic regions in the world over the last three decades. Economic growth and industrialisation, greater openness to the global economy, and the rise of mass media and consumer society, have led to dramatic changes in the media and cultural industries throughout the region. Forces associated with the rise of creative industries, such as globalisation, the knowledge-based economy, and media and communications networks are significantly shifting public policy, and raising new challenges, tensions and contradictions in politics, economics and culture.

Rationale

The Asian region has been one of the most dynamic regions in the world over the last three decades. Economic growth and industrialisation, greater openness to the global economy, and the rise of mass media and consumer society, have led to dramatic changes in the media and cultural industries throughout the region. Forces associated with the rise of creative industries, such as globalisation, the knowledge-based economy, and media and communications networks are significantly shifting public policy, and raising new challenges, tensions and contradictions in politics, economics and culture.

Aims

This unit aims to provide you with an understanding of the historical development of media and creative industries in Asia. The capacity to map creative industries developments in the region, and the policy responses of governments, civil society organizations, and creative practitioners in Asia; and develop an understanding of how developments in the creative industries will affect the economics, politics and cultural development of nations and people in the Asian region.

Objectives

On completion of this unit you should be able to:
1. Characterise the concept of creative industries in the Asian region, and how it has developed conceptually, historically, and in terms of industry and policy development ;
2. Identify and evaluate regions and cities that provide leading roles for the development of creative industries in Asia through most recent technological advancements and as scenarios for the future.
3. Evaluate the East and West debate in the development of creative industries in relation to current issues in Asian politics, culture and economics.
4. Implement case study methodology to examine specific issues in developing creative industries in Asia.

Content

This unit addresses the development of creative industries in Asia through the analytical framework of cultural geography. From historical contextual analysis: empires, colonialism, trade, decolonization; to the modification of current scenes: cultural policy and economic development; knowledge economy policies; consumerism and culture, this unit tries to develop a coherent argument within a specific set of social, cultural and economic values that are inherently different from the dominant western discourses in the development of Creative Industries Agenda.

Approaches to Teaching and Learning

Key concepts will be introduced and discussed in formal lectures. These will be built on further with discussions, student presentations and activities at the tutorials. These will also be directed at supporting student work-in-progress on assessment tasks.

Description: (Formative and summative)
In small groups, write a pitch for a potential development of a new area or precinct for a creative industries upgrade in Hong Kong. Each member of the group must represent a key party (political officer, arts development officer, urban designer, etc), and participate in a debate that will examine the positive and negative implications of the proposal.

Assessment name: Short Answer Essay

In this assessment, you will be provided with three statements regarding creative industries in Asia. You must write a short answer response to each statement that draws upon the unit content and external readings to support your position.
