School physical education departments and sporting associations are medium-sized organisations requiring direction for servicing a large client base. In this unit students examine the role of administrators and the administration of monies, facilities and human resources in a school physical education and sports setting.

Rationale

Sports and subject administration are demanding roles requiring many diverse talents. For many in Health and Physical Education teaching these talents are a necessity due to the expectations that exist beyond the classroom, particularly in the administration of intra and interschool sport. Successful organisation and management in schools and sporting clubs requires skill in event organisation and promotion, human and physical resource management, budgeting, fundraising and legal responsibilities. It is essential that all sports and subject administrators have an insight into these areas.

Although the unit is predominantly geared towards school sports and Health and Physical Education administration, the content and assessment is adaptable to persons more interested in outside sporting organisations and clubs.

Aims

The overall aim of this unit is to provide the opportunity to effectively develop the knowledge, understanding and skills required to confidently undertake the responsibilities of a Sports and Health and Physical Education administrator.

Objectives

On completion of this unit, you should be able to:

  1. Explain the purpose of administration and administrative theory identifying the major duties and qualities of an administrator and how these duties apply to the areas of HPE and School Sports Administration.

  2. Identify and appreciate the value of sport and Health and Physical Education within schools.

  3. Recall and apply theory to promote sport, prepare a budget, formulate a policy, conduct a meeting, and manage resources and risk as they relate to HPE and Sports Administration.

  4. Apply theory to effectively plan, implement, analyse, evaluate and justify improvements to events such as tournaments, sporting carnivals and interschool sport.

Content

  • Theory and practice of administration (definition, advantages and disadvantages, important qualities, role descriptions and duties, value of sport within schools).

  • Policy formulation (eg Sports/HPE Participation).

  • Administration of monies: preparation of a sports budget, and fundraising.

  • Resource management: human (conflict resolution, parents) and physical (sports equipment).

  • Tournament organisation (Health and Physical Education and Sport).

  • Interschool and intra-school sport organisation (eg. Swimming, track and field, cross country).

  • Sports promotion (increase participation and interest).

  • Sports committees and meeting procedures.

  • Risk management: legal implications in administration and HPE teaching.
  • Approaches to Teaching and Learning

    This unit is structured around a range of teaching and learning approaches:

    1. Lectures in which participation and discussion is not only encouraged but is expected.

    2. Student conducted seminars designed to complement the lectures and apply and evaluate the content.

    Description: The seminars are focused on the application and evaluation of aspects of organisation and administration in the school physical education and community sporting setting. Topics will be allocated in week 2 and seminars commence in week 4 or 5.

    Description: Students will be required to attend a school, district or regional sports event or carnival and evaluate its effectiveness and offer justified recommendations for improvement. Due date: End of semester (800 words).

    Risk assessment statement

    This unit involves active participation in physical activity. You are required to inform the unit coordinator and class tutor of any medical conditions which may be influenced by physical involvement. You will need to wear clothing and athletic shoes appropriate to the conditions whether indoor or outdoor. Appropriate consideration should be given to issues associated with sun safety - including items such as headwear, sunscreen, protective clothing and sunglasses, or any adverse weather conditions which may arise. There are no other risks beyond the ordinary.
